3 ค่าย มือถือ เอไอเอส ดีแทค และ ทรูมูฟ เอช ผสานเสียงสนับสนุนและแสดงความพร้อมในการเข้าร่วมการประมูลคลื่น 4G ในปี 2558 เพื่อสนองตอบนโยบายและแนวคิดของรัฐบาลที่ก้าวสู่เศรษฐกิจ ดิจิทัล โดย เอไอเอส มั่นใจ ไทยต้องมีTelecom Infrastructure โดยมุ่งเน้นพัฒนาระบบเทคโนโลยีใหม่ (Technology & Trend) ส่วน ดีแทค เน้นย้ำ 4G มีประโยชน์ช่วยพัฒนาอุตสาหกรรม นำบริการอินเทอร์เน็ตความเร็วสูงและการติดต่อสื่อสารสู่ทั้งสังคมเมืองและชนบททั่วประเทศไทย ขณะที่ ทรูมูฟ เอช เชื่อช่วยขับเคลื่อนเศรษฐกิจของประเทศ ยกระดับโครงสร้างพื้นฐานทางด้านโทรคมนาคม เพื่อเตรียมประเทศไทยก้าวสู่ระดับภูมิภาคและพร้อมเป็นศูนย์กลางของ AEC
ทั้ง 3 ค่ายมีความเห็นร่วมกันในประเด็นสำคัญๆ เกี่ยวกับการจัดการประมูลปี 2558 ดังนี้
การประมูลคือทางออกของการจัดสรรคลื่นความถี่ที่มีความต้องการอย่างเร่งด่วน
การจัดสรรการให้บริการดาต้าที่มีคุณภาพสูงตอบสนองกับความต้องการคลื่นที่มากขึ้น การประมูลคลื่นความถี่ในปี พ.ศ. 2558 ควรจะประมูลคลื่นที่นำมาจัดสรรได้มากที่สุดทั้งความถี่ที่ว่างและไม่ได้ใช้งาน ดังนั้น ไม่ใช่เพียงแค่ประมูลคลื่น 900MHz และ 1800MHz ที่อยู่ในแผนแค่นั้น แต่ควรนำคลื่น1800MHz อีกจำนวน 25MHz ที่ดีแทคแสดงความประสงค์ที่จะมอบคืนเพื่อนำไปประมูลร่วมกัน
สำหรับการให้บริการ 4G ไม่ใช่เพียงแค่คลื่นความถี่สูง 1800MHz เท่านั้น แต่ควรต้องรวมถึงย่านคลื่นความถี่ต่ำ ได้แก่ 850MHz และ 900MHz ที่สมควรอย่างยิ่งที่จะถูกนำมาใช้ให้บริการงานด้านโทรคมนาคม ซึ่งเป็นการนำคลื่นความถี่ซึ่งทรัพยากรของประเทศมาใช้งานได้เกิดประสิทธิภาพสูงสุด
คลื่นความถี่ทั้งหมดที่จะถูกนำไปประมูลควรจะเป็นช่วง 2×5 MHz หรือ 2×10 MHz เพราะเป็นขนาดของช่วงความถี่ที่เหมาะสมในเชิงเทคนิคกับการให้บริการดาต้าความเร็วสูง
นายสมชัย เลิศสุทธิวงค์ ประธานเจ้าหน้าที่บริหาร บริษัท แอดวานซ์ อินโฟร์ เซอร์วิส จำกัด (มหาชน) หรือ เอไอเอส กล่าวว่า“เอไอเอส ถือเป็นเรื่องที่น่ายินดี ที่รัฐบาลและคณะกรรมการกิจการกระจายเสียงกิจการโทรทัศน์และกิจการโทรคมนาคมแห่งชาติ (กสทช.) พร้อมคืนความสุขให้กับคนไทยทั้งประเทศ ด้วยการจัดสรรประมูล 4G บนคลื่นความถี่ 1800 MHz และ 900 MHz ในปี 2558 ที่สำคัญ ยังเป็นการสนับสนุนและตอบรับนโยบายรัฐบาลที่พร้อมก้าวสู่เศรษฐกิจ ดิจิทัล ด้วยมองว่าผลที่จะตามมาจากการประมูลครั้งนี้ ผู้ได้รับประโยชน์คือประเทศและประชาชนคนไทยทุกคน จะเกิดการพัฒนายกระดับคุณภาพมาตรฐานโครงสร้างพื้นฐานเทียบเท่าสากล เกิดการสร้างงาน สร้างรายได้ ที่มีมูลค่ามหาศาลจากการขยายการลงทุนสู่ทุกภาคอุตสาหกรรม ซึ่งสามารถเห็นได้ชัดคือ รายได้จากการประมูลการพัฒนา ทั้งยังเป็นการยกระดับภาพลักษณ์ของประเทศในการมีโครงสร้างพื้นฐานที่เทียบเท่าระดับสากล”
“สำหรับ เอไอเอส เราพร้อมที่จะเข้าร่วมการประมูลคลื่นความถี่ 4G ในครั้งนี้ ซึ่ง เอไอเอส มองว่าประเทศไทยจะเติบโตเทียบเท่านานาอารยประเทศ หากเรา พิจารณา ถึงปริมาณความต้องการใช้ดาต้ามีปริมาณค่อนข้างสูง ขณะเดียวกันเรามีคลื่นความถี่อยู่ ไม่ว่าจะ เป็นคลื่น 850 MHz 900 MHz และ 1800 MHz ซึ่งสามารถนำออกมาประมูลและใช้ประโยชน์ได้ นั้นหมายความว่า เราจะสามารถนำคลื่นความถี่มาใช้ให้เกิดประโยชน์ต่อการเติบโตทางเศรษฐกิจของประเทศ
ขณะเดียวกัน เพื่อสนับสุน Digital Economy เราจำเป็นต้องมี Telecom Infrastructure เพื่อรองรับและสนับสนุนการพัฒนาระบบเทคโนโลยีใหม่ๆ Technology & Trend ที่จะเกิดขึ้นในอนาคต อาทิ Cloud เป็นการทำงานที่เชื่อมต่อระบบอินเทอร์เน็ต มีการอัพเกรดตัวเองโดยอัตโนมัติ เว็บหรือเซิร์ฟเวอร์จะทำงานประมวลผลในชั้นนี้ ซึ่งระบบจะแบ่งทรัพยากร CPU, Memory ให้ตามจำนวนที่ใช้งาน และแยกทรัพยากรกับผู้อื่นอย่างชัดเจน พร้อม Firewall ป้องกันระบบของท่านจากผู้ใช้อื่น , Software as a Service (SaaS) คือรูปแบบการให้บริการ ซอฟต์แวร์ผ่านทางอินเทอร์เน็ต เป็นการเปิดสิทธิ์ให้ผู้ใช้งานจากทั่วโลกสามารถเข้าถึงข้อมูล เช่น ซอฟต์แวร์ ฮาร์ดแวร์ ผ่านทางอินเทอร์เน็ต ดังนั้น ในอนาคตหาก เราต้องการจะทำงานในขณะที่อยู่นอกออฟฟิศหรือบนรถโดยสารก็สามารถทำได้อย่างไร้ขีดจำกัด เพียงแค่เชื่อมต่ออินเตอร์เน็ตได้เท่านั้น ส่วนInternet of Things การทำงานส่วนนี้จะเข้ามามีบทบาทมากขึ้นในชีวิตประจำวันของเรา เพราะจะเป็นการเชื่อมต่อ อุปกรณ์ต่างๆ ออนไลน์สู่มือถือ หรือ คอมพิวเตอร์ เช่น อุปกรณ์ของใช้ในบ้าน เครื่องปรับอากาศ สัญญาณโทรทัศน์ ประตูรีโมท รวมถึงอุปกรณ์สัญญาณกันขโมยในรถยนต์ เป็นต้น ” นายสมชัย กล่าว
นายศุภชัย เจียรวนนท์ กรรมการผู้จัดการใหญ่และประธานคณะผู้บริหาร บมจ.ทรู คอร์ปอเรชั่น กล่าวว่า “นับเป็นเรื่องน่ายินดีอย่างยิ่งที่ทั้งภาครัฐและและคณะกรรมการกิจการกระจายเสียงกิจการโทรทัศน์และกิจการโทรคมนาคมแห่งชาติ (กสทช.) แสดงเจตนารมณ์ชัดเจนที่จะขับเคลื่อนประเทศไทยก้าวสู่ยุค 4G ซึ่งจำเป็นต้องเร่งจัดสรรคลื่นความถี่ 1800 MHz และ 900 MHz ที่เป็นทรัพยากรของประเทศมาใช้ให้เกิดประโยชน์สูงสุด โดยการวางแผนและการนำคลื่นความถี่ที่มีทั้งหมดมาจัดสรรใหม่อย่างเหมาะสมและมีประสิทธิภาพ (Frequency Refarming) นั้น จะเป็นปัจจัยสำคัญยิ่งต่อการพัฒนาประเทศให้พร้อมเป็นศูนย์กลางเศรษฐกิจระดับภูมิภาค อีกทั้งโครงข่ายโทรคมนาคมเช่นโมบายล์บรอดแบนด์ ถือเป็นการพัฒนาโครงสร้างพื้นฐานทางด้านโทรคมนาคมในยุคดิจิทัล เช่นเดียวกับสาธารณูปโภครถไฟความเร็วสูงของประเทศ
โดยจะสนับสนุนนโยบายเศรษฐกิจดิจิทัลของภาครัฐ ในการนำไอซีทีมาช่วยขับเคลื่อนเศรษฐกิจของประเทศได้เป็นอย่างดี อย่างไรก็ตาม การประมูลเป็นเพียงแค่แนวทางหนึ่งในการจัดสรรคลื่นความถี่ ที่อาจไม่ได้นำมาซึ่งประโยชน์สาธารณะอย่างแท้จริงสำหรับคนไทย เนื่องจากการประมูลจะทำให้มีภาระมากขึ้นในการลงทุนเทคโนโลยีและโครงข่าย ซึ่งสุดท้ายประชาชนผู้ใช้บริการจะได้รับผลกระทบจากค่าบริการที่สูงขึ้น ตลอดจนความล่าช้าในการลงทุนโครงข่ายและเทคโนโลยีใหม่ ทั้งนี้ คลื่นความถี่ทั้งหมดควรจัดสรรเป็นช่วง 5 MHz และ 10 MHz ซึ่งเป็นขนาดของช่วงความถี่ที่เหมาะสมและมีประสิทธิภาพสูงสุดในการใช้งาน”
นายซิคเว่ เบรคเก้ รักษาการประธานเจ้าหน้าที่บริหาร บริษัท โทเทิ่ล แอ็คเซ็ส คอมมูนิเคชั่น จำกัด (มหาชน) หรือ ดีแทค กล่าวว่า“จำนวนผู้ใช้งานดาต้าและจำนวนการใช้งานดาต้าในประเทศไทยจะเติบโตต่อเนื่อง โดยอัตราการใช้งานสมาร์ทโฟน (smartphone penetration)คาดว่าจะเพิ่มขึ้นเป็น 2 เท่าจาก 35% ในปี พ.ศ. 2557 เป็น 61% ในปี พ.ศ. 2560 ดังนั้น การใช้งานโมบายล์ดาต้าคาดว่าจะเพิ่มขึ้นอีก 2 เท่าในทุกๆ ปีในช่วง 2-3 ปีนี้ เพื่อตอบสนองความต้องการใช้งานดาต้าที่เติบโตสูงอย่างรวดเร็ว จึงต้องให้ความสำคัญมากขึ้นกับการปลดล็อกคลื่นความถี่ ทางออกที่เราขอเสนอในวันนี้จะช่วยให้เกิดประโยชน์สูงสุดตรงกับความต้องการใช้งานสำหรับลูกค้า รัฐบาลและสังคมโดยรวม ดังนั้น การประมูลคลื่นความถี่ในปี พ.ศ. 2558 สำหรับการนำคลื่นความถี่ที่ว่างและไม่ได้ใช้งาน ตลอดจนถึง การนำย่านคลื่นความถี่ต่ำ ได้แก่ 850MHz และ 900MHz มาใช้ให้บริการงานด้านโทรคมนาคมอันจะก่อให้เกิดประสิทธิภาพสูงสุดสำหรับภาครัฐที่ต้องการนำบริการอินเทอร์เน็ตความเร็วสูงและการติดต่อสื่อสารสู่สังคมเมืองและชนบททั่วประเทศ”
“ดีแทคแสดงจุดยืนชัดเจนในการสนับสนุนนโยบายของรัฐบาลที่จะสร้างระบบ “เศรษฐกิจดิจิทัล (Digital Economy)” เพื่อเสริมสร้างศักยภาพด้านเศรษฐกิจให้เติบโตอย่างยั่งยืน ภารกิจหลักของรัฐบาล คือ การปลดล็อคศักยภาพทางด้านสังคมและเศรษฐกิจ โดยส่งเสริมความสามารถในการเข้าถึง (Access) เชื่อมต่อ (Connectivity) และทำให้การบริการหรือข้อมูลเป็นระบบดิจิทัล (Digitization) กระตุ้นให้ระบบนิเวศด้านนวัตกรรม มีพลวัตเพื่อสร้างนวัตกรรมใหม่ๆอย่างต่อเนื่อง ประเทศไทยสมควรกำหนดเป้าหมายให้คนไทยร้อยละ 80 มีการใช้อินเทอร์เน็ตในชีวิตประจำวัน (Active Internet Users) ภายในปี พ.ศ.2560 นอกจากนี้ และกำหนดวิสัยทัศน์ของประเทศไทยที่จะก้าวสู่การเป็นประเทศชั้นนำในกลุ่มประเทศสมาชิกอาเซียนในการให้บริการอินเทอร์เน็ตแบบเคลื่อนที่ (Mobile Internet) ที่ทันสมัยในราคาที่เหมาะสมสำหรับผู้บริโภคที่ทันสมัยในราคาที่เหมาะสมสำหรับผู้บริโภค เพื่อให้บรรลุเป้าหมายสำคัญเช่นนั้น จำเป็นอย่างยิ่งที่ ประเทศไทยจะต้องจัดให้มีการบริหารจัดการคลื่นความถี่อย่างมีประสิทธิภาพทั้งการจัดสรรการใช้งานและการกำหนดการใช้งานคลื่นความถี่ให้สอดคล้องกับคุณลักษณะของแต่คลื่นความถี่อย่างเหมาะสมจึงเป็นปัจจัยสำคัญในการพัฒนาโครงสร้างพื้นฐานที่ช่วยให้การเข้าถึงบริการและข้อมูลได้อย่างรวดเร็ว ” นายซิคเว่ กล่าว
สำหรับ การเตรียมความพร้อมร่วมประมูล 4G บนคลื่นความถี่ 1800 MHz และ 900 MHz ครั้งนี้ เป็นผลสืบเนื่องจาก พลเอก ประยุทธ์ จันทร์โอชา นายกรัฐมนตรี และ หัวหน้าคณะรักษาความสงบเรียบร้อยแห่งชาติ (คสช.) กล่าวย้ำถึงการเปิดประมูลคลื่น 4G ว่า ขณะนี้ อยู่ระหว่างการตั้งคณะกรรมการที่จัดตั้งขึ้นมาตามกฎหมายใหม่ 2 ฉบับ แล้วเข้าสภานิติบัญญัติแห่งชาติ หรือ สนช. ทั้งนี้ จะเป็นการดำเนินงานคู่ขนานไปกับการดำเนินงานของคณะกรรมการปรับโครงสร้างกระทรวงเทคโนโลยีสารสนเทศและการสื่อสาร หรือไอซีที ไปสู่กระทรวงดิจิตอลเพื่อเศรษฐกิจเและสังคม นั้นเอง
ดังนั้น ทั้ง 3 ค่ายมือถือ เอไอเอส ดีแทค และทรูมูฟ เอช พร้อมประกาศ และยืนยันในเจตนารมย์ ในความมุ่งมั่น ตั้งใจ ที่พร้อมจะเข้าร่วมประมูลคลื่นความถี่ 4G ในปี 2558 ที่สำคัญเป็นการสนับสนุนนโยบายการก้าวสู่เศรษฐกิจ ดิจิทัล อย่างเต็มรูปแบบ
การประมูลคลื่นที่ควรจะนำคลื่นมาจัดสรรมากที่สุดทั้งความถี่ที่ว่างและไม่ได้ใช้งาน นอกเหนือจากประมูลคลื่น 900MHz และ 1800MHz ที่อยู่ในแผนแค่นั้น โดยนำ 1800MHz อีกจำนวน 25MHz ที่ยังไม่มีการใช้งานมาประมูลร่วมกัน สำหรับคลื่น 850MHz และ 900MHz ควรที่จะถูกนำมาใช้ให้บริการงานด้านโทรคมนาคม ซึ่งเป็นการนำคลื่นความถี่ซึ่งทรัพยากรของประเทศมาใช้งานได้เกิดประสิทธิภาพสูงสุด และคลื่นความถี่ทั้งหมดที่จะถูกนำไปประมูลควรจะเป็นช่วง 2×5 หรือ 2x10MHz ที่เหมาะสมในเชิงเทคนิค
AIS dtac and TrueMoveH announce readiness to participate in critical 4G auction next year
Three major mobile operators – AIS, dtac, and TrueMoveH – have jointly announced their support and readiness to participate in the 4G spectrum auction in 2015, in accordance with the government’s policy agenda to drive the Digital Economy. AIS believes that Thailand requires telecom infrastructure to support the development of new technologies and trends. dtac reiterates that 4G would enable the industry sector and provide high speed internet and mobile communications access to both urban and rural Thailand. TrueMoveH views 4G as a key engine to drive the country’s economy and improve telecom infrastructure as a preparation to bring Thailand to regional level and become the hub of AEC.
The 3 operators share the same sentiment on the 2015 auction as follows:
• The auction is the best mechanism for allocating spectrum resources.
• In order to provide high-quality data services and meet the increasing demand for spectrum, the auction in 2015 should include all vacant and unused spectrum, which, in addition to 900 MHz and 1800 MHz, includes the unused 25 MHz in 1800 MHz that will be returned by dtac.
• 4G requires upper 1800 MHz band as well as lower 850 MHz and 900 MHz bands to provide mobile broadband services and maximize the benefit of the country’s spectrum resources.
• All spectrum in auction should be sold in blocks of 2×5 or 2×10 MHz, as these blocks sizes are technically required to run high speed data services.
Somchai Lertsuttiwong, Chief Executive Officer ,Advanced Info Service PLC or AIS said, “ This is a great pleasure that government and The National Broadcasting and Telecommunication Commission (NBTC) make all Thais happy with 4G auction for 1800 MHz and 900 MHz in the year 2015. This auction supports and responses to government’s policy on Digital Economy as it enhance a development of Telecom Infrastructure. So, Thailand and all Thais will gain this benefit, including a high volume of employment and income creations due to investment expansion to all industries. A clearly example on this point can refer to the great amount of money earning from this auction. Plus, this auction also builds a good image for Thailand as having fundamental communication equal to international.
“AIS is ready to participate in this 4G auction as we see how Thailand is growing as equal as international. Considering the high volume of data usage, and the spectrum we are having, 850 MHz, 900 MHz, and 1800 MHz, and going to allocate by this coming auction, it means we can utilize the spectrum for growing the country’s economy. Simultaneously, for Digital Economy, we need Telecom Infrastructure to support the development of new Technologies and Trends, for example, Cloud, a working system that connect to the Internet and able to automatically upgrading itself, website or server is processed at this stage which the system will divide CPU and Memory as per capacity of work and clearly separate this resource from other users, it also includes Firewall to protect user’s system from others. Software as a Service (SaaS), another pattern of software providing through the Internet, allows users from all over the world to access the data, both software and hardware, through the Internet. Thus, in the future, not limited to office station, we can work from anywhere we prefer only accessing to the Internet. Internet of Things is playing a major role in our daily life as it connects devices online to our mobiles or computers, such as, house equipment, air-conditioner, television signal, and car alarm, etc,” said Somchai.
Mr. Suphachai Chearavanont, President & CEO, True Corporation Plc said, “It is a great pleasure to see that both the government and the National Broadcasting and Telecommunications Commission (NBTC) have shown a strong commitment to propel Thailand into the 4G era. It is therefore necessary to urgently allocate the national resource frequencies of 1,800 MHz and 900 MHz for effective use. Frequency planning and refarming for the best usage is crucial for the country’s development. Like the hi-speed railway system, telecommunications such as mobile broadband is the infrastructure of the digital age. It also helps the government to drive its digital economy policies in terms of information and communications technology (ICT) adoption to stimulate economic growth and elevate telecommunication infrastructures. Implementing an auction only approach is not in the best interest of Thai consumers as it puts a burden on network and technology investment, passes on more costs to the Thai public, and delays investment in new technologies and rolling out new networks. However, all frequencies should be allocated in 5 MHz and 10 MHz slots since these are the most effective in frequency utilization.”
Sigve Brekke, Interim Chief Executive Officer, Total Access Communication PLC or dtac said, “The number of data users and data usage in Thailand will continue to grow, as smartphone penetration is expected to nearly double from 35% in 2014 to 61% in 2017. As a result, mobile data consumption is expected to roughly double every year for the next few years. To serve this rapidly growing data demand, it is critical to unlock significantly more spectrum. The solution we propose today is to help meet this demand and maximize the benefits to consumers, government, and the society as a whole. By auctioning in 2015 vacant and unused spectrum as well as lower bands – 850 MHz and 900 MHz – the government enables the industry to provide high speed internet and mobile communications access to both urban and rural Thailand.”
“dtac has made clear its stance in supporting the government’s digital economy policy to develop a sustainable economic growth. The government’s main mission is to unlock social and economic potential through access, connectivity, and digitization of services/content, enable dynamic ecosystems for innovation, and achieve 80% active Internet users by 2017. Thailand has a vision to become a digital frontrunner in ASEAN and provide mobile internet services at fair and competitive prices for consumers. To achieve such an important goal, Thailand must have an efficient spectrum management as well as allocation that ensures proper use of each spectrum band, which is a key infrastructure enabler of access to digital services and content,” said Sigve.
The preparation for 4G auction for 1800 MHz and 900 MHz was catalyzed by General Prayuth Chan-ocha, Prime Minister and the Leader of the National Council for Peace and Order (NCPO), who reiterated that the 4G auction committee is being formed under the two new bills going through The National Legislative Assembly (NLA). Being driven in parallel is the reinstructing of the Ministry of Information and Communication Technology (ICT) to the Ministry of Digital Economy.
As a result, the 3 operators – AIS, dtac, and TrueMoveH – have jointly announced and confirmed their commitment to participate in the 4G spectrum auction in 2015, which is a critical step in driving the digital economy.
The auction should be for all the spectrums – both for the vacant and unused spectrum- not only the 900MHz and 1800MHz that are already part of the allocation plan. The 25MHz of the 1800MHz which is unused spectrum right now should be put on auction also. For maximum efficiency, the 850MHz and 900MHz should be used in the telecommunication industry. The spectrum should be in the range of 2×5 or 2x10MHz, which is more suitable technically.
